About Us
WHo is Horizons Inc?
Our Story Starts Way Back in 1976!
Horizons of Tuscarawas and Carroll Counties, Inc. began offering services in 1976. Our agency began in the heart of an aging parent whose concern for her adult developmentally disabled child was to keep her from being placed in an institution after the parent passed away. The parent wanted the child to reside in her own home. Horizons Inc. is a private, non profit organization providing services to meet the needs of people with developmental disabilities within Tuscarawas and Carroll Counties. We began with 24 individuals and today we serve over 70 individuals with developmental disabilities within residential settings.

Horizons Inc. is a private,non profit organization providing services to meet the needs of people with developmental disabilities. Horizons Inc. currently provides services in five counties:
- Coshocton
- Harrison
- Jefferson
- Tuscarawas
- Wayne
Services Provided
Horizon Inc. is committed in the field of providing services for DD Individuals,
we employ over 178 people to provide the needed services of the individual.
Horizons Inc. can accommodate any hours of services needed by the individual. Whether it be 24 hours a day, 7 days a week or just a few hours a day, week or month, we provide the necessary training for our staff to assist the individual.
Meeting the Needs of Individuals with Developmental Disabilities
Vision of Horizons Inc.
The vision for Horizons Inc. is to meet the needs of individuals with developmental disabilities by providing:
- Home-like Living Environments
- Adult Day Care Facility with habilitation services
- Professionally Trained Staff to ensure health and safety
- Access to Recreation and Work Opportunities
Organizational Values
The values by which this organizational vision shall be guided are as follows:

Expansion of Services
Horizons, Inc. aims to expand its services to individuals with developmental disabilities in the counties of Coshocton, Jefferson, Harrison, Tuscarawas, and Wayne, striving to provide services comparable to no other.
